Okay, heres whats up. I have a 98 GSX no real mods. I know the fuel mpg should be in the 20's but so far i have been getting 14 mpg. The only thing i can think of is that the car is running extremly rich. I have a k&n filter and a bov (not recircluated, yeah i know its not what im supposed to do). The engine is in pretty bad shape (typical crankwalk) i have an oil leak and my car smokes white (maybe anitfreeze i don't know). When just sitting it bouces between 700 and 1000. any help would be greatly appriciated.
 
Wow. It sounds like you have a bunch of problems happening at once. Poor fuel mileage is usually caused by a failing front O2 sensor which will read lean and dump more fuel even though the motor's already running rich on the factory tune. Keep in mind that these don't always throw a CEL until they're long gone and replacement OEM units aren't that expensive. I get mine from http://www.sparkplugs.com and they work like a champ.

As far as your other issues, there's too much going on for it to be one thing. I would stop by your local AutoZone and have them scan for any codes. Write any codes down and we can tell you what they refer to.

Bouncing idle could be a leak at the BISS screw, a TPS or ISC issue. The non-recirculated BOV is definitely a problem and you already know it is so that needs to be fixed as it can also contribute to idle fluctuation, especially if the BOV leaks at idle. The white smoke could be vapor while idling or more serious like a head gasket issue. More information on when it smokes would be helpful in pinpointing the exact problem. Check for coolant mixing with oil or oil mixing with coolant for a better diagnosis.

please explain the BISS and it's location and the ISC and it's location and how do i test the TPS to see if its bad? The o2 sensor, if i test it with a volt meter what should the readings be?

To your question on when it smoke (hahaha) well ALL THE TIME, more at higher rpms but only for a little then it sort of goes away (still their but not as noticiable).
