What are your future plans for the car. If you are eventually wanting to make big power then I say invest in a good IC the first time instead of buying a cheaper one now and down the road buying a better one.
 
I seen that alot in threads. If you look up the intercooler thread, I believe a few people have it and dont really have anything bad to say about it.
 
I know you said you are on a budget. However if you plan on making bigger upgrades an IC is the core of power. Simple car facts. Cold air makes more power. Cheap intercoolers get heatsoaked and stop working properly. New Garrett 4" cores are the ticket. Bushcur did some testing on his dyno of the Garrett core which is what he uses vs what other cars came into his shop to be dynoed. He posted the results

Well actually what you can do is get the VRSF one and then you will have all the piping and setup, so if you go for more power you can just change the core. The design of the piping for most kits are pretty similar, its just the core thats really different. The only time they are different is when I have seen them for the 2g where the piping goes in front of the intercooler for the t-25.

I like what Buschur did on the dyno but cars aren't raced on four wheel dynos, they're raced on a track. His results I have no doubt aren't the info they actually gathered but seems a bit extreme, maybe because its dyno results?

Below are MY results pulled directly from a 1/4 mile run I did showing intake temps at the very beginning of the run to the very end of the run. I'm not sure what track temps were but my beginning IAT's were 84* and at the end of 4th gear my IAT's were 93*. You can see my MAP was showing 23 psi of boost but thats at 7k so throughout the run I was running 30psi and it was dropping to 23 by the top of the gear. The difference in IAT's was 9* and I was using the full 2g VR-Speed FMIC kit, pretty damn good if you ask me.
