External wastegate blowing straight through

i bought an external wastegate and manifold with a flange.
i welded my flapper hole shut. installed everything and when i start it up at idle even the exhuast is just coming straight through the dump.
i have the diaphram in the right postition and i have no idea on why this is going on besides a badwastegate? any ideas would be great
 
external waste gate usually work with spring with a set tension. Most likely the spring inside the wastegate is gone, it might be still in their but what I mean by gone is that it is no longer usable. It most lily has lost its set tension and no longer going to function properly.

What type of waste gate do you have? Pictures? model?

Yup just as overboosted said you are missing a valve seat which is certainly causing you wastegate to be "stuck" open. It should looking something like this. This is a picture of a Tial valve seat but the one you need should look similar.
