1G ECU wires for EGR and barometric are cut on my ecu

I'm trying to find out the cranking problem on my talon for first time start-up and I discovered these issues:

1)I notice that ecu wire 16 for barometric pressure sensor is cut and dangling. Why would this wire be cut? The car has SD hooked up with gm-iat and gm map hooked up. There is also an aem oxygen sensor under the car as well. This is wire is pictured below joined into a green stock wire:

2) ECU wire 15 is cut and joined to some type power/ground wires and into a small connector that is pictured below:

Can anyone shed some light as to what is going on here? Thanks for your help.
