Ecu Problems? two wont start my car.

I had my old eprom blow on me, so i bought one from steverussell on galantvr4.org and so did another member which i met with, well i have both mine and the other member who bought one as of right now since i had both socketed and recapped as a favor. Well sitting in my car to try both , the car cranks and cranks but doesnt start, and the mpi relay doesnt click when the key is taken out, its a new unit. Im ruling the ecus out due to a local dsmtuner who had to fix each because there were some spots of acid that were never cleaned up. Anyways two ecus vs one mpi, what do you think?

good to know, Thanks, I will check it out as soon as possible and get back to you. If it does get power, than what? MPI relay was new 6 months ago, and the fuse isnt blown.

If what gets power? If the ECU is getting power on 102/107 but doesn't turn on the CEL, it's bad.

Somewhere around here I posted how/what goes on to turn on the ECU. Here it is:

No CEL during the first five seconds after you turn the car on indicates that the ECU isn't powering up.

Make sure you have 12v at the MPI fuse on the positive battery terminal?
Then check to make sure you get 12v at pin 103 on the ECU. It comes from the room fuse #19 next to drivers left foot.

The ECU expects to get 12v at pin 110 from the ignition switch when you turn it to run. In response it will pull ECU pin 63 and 66 low to turn on the MPI relay. The MPI relay then applies 12v to ECU pins 102 and 107 and the ECU if it's working correctly will boot up, turn the CEL on while the rest of the dash lights go through bulb check and then turn the CEL off.

If you don't have 12v at pin 10 of the MPI relay the ECU will not power up. If you don't have 12v on pin 103 for backup power the settings for long term variables like fuel trims will reset each time you turn the car off.
 
I had both recapped and socketed and i put them in, no start no cel on ignition start up either, i tried them both in tre3zys car, same result, does anyone know which part of the board controls this?
