ECU??? continuity between like 15 pins?

so i kinda stopped thinking it was my wiring from my cps to the ecu when i started testing my cas also.. and theres's continuity between all my lines..:ohdamn:. my ecu looks fantastic on from a visual perspective?? is this normal to have continuity between pins.. as a computer man.. i say NEGATIVE... but as a car computer man <--- newb ... so ... before i order one... will my 99 eclipse ecu work to test my 95 talon?? and also 95's and 96's are well known for ecu's blowin out right?? or am i wrong.. and if they are... should i buy a newer computer such as a 98 or 99 if this is the truth??/
