Can I convert a OBD1 ECMLink cable to work with 2g OBD2 v3 ECMLink?
 
No, a 1G cable isn't going to work with a 2G ECU, regardless of what version cable it is.

The 2G cables in addition are version specific V3 cables only work with DSMLink/ECMLink V3 and the earlier cables only work with the earlier versions of DSMLink. This is mainly due to the V2 cables being the hardware key for the product.

The 1G cables seem to work across versions with the new V3 USB based cable being much nicer than the old serial cable and the common Keyspan USB to serial adapter.
