EAGLE TALON turbo/boost problems...

Sorry I'am new to all this.(cars in general)but I have been reading a lot so be patient please. My car is a stock eagle talon tsi awd. I don't know but for some reason my turbo begins to boost at around 4000 rpms... any ideas why this could be?
