does a hallman manual boost controller only run up to 15psi all the way down

A halman doesn't go to a certain psi. It's a ball and spring, i have my halman turned all the way down for instance and i run a wastgate pressure of 25psi (50lb a min).
It depends on the turbo and it's wastegate.
You probably have the set screw broke. And or spring as stated above, or it's entirely not related to your MBC.

However i was unaware there was even an option for a harder/softer spring.

Install the heavier springs.
 
I must have the heavy one cause I'm pretty sure 4 turns from all the way out is 30psi for me LOL. And the thing goes down another 10 turns.

To run 30psi with a 25psi wastegate spring, the MBC only has to add another 5psi of resistance.
 
Probably buy it from anywhere, people make boost controllers out of an NPT T fitting and thread a bolt in one side and two barbed fittings on the other, they buy a ball bearing and a spring to fit and bam boost controller, these things arent complicated at all. You probably dont need a new ball but if you need a heavier spring go to the hardware store and cut it to the size of the halman spring. A springs a springs a spring.
 
So im looking at the controller the ball is to be seated on the bottom barbed fitting right? I have a longer spring from a IPT shift kit that is way harder but it's longer wonder if that will work? also I have a metalic colored spring inthere it seems that when I blow air inthrough the bottom fitting there is nothing passing through it thats what its supposed to do ?

Only reason I asked about the ball is it looks like my MBC noob has a seat for the ball
 
Ball goes in the barb side, opposite the knob- drop the ball in, put the spring over the ball, put the knob assembly back on. Just get the harder spring from Hallman and be done with it, its the perfect spring for the unit. The boost controller comes with two springs, and if you bought it used from someone who was trying to run lowish boost, then the soft spring is whats in the unit at this time.
 
The reason you dont feel air when you blow in it is because the ball is there blocking the air, it's doing what it's supposed to, with the adjustment all the way out you should hear the ball. If you can unscrew yhe head completely off, the glue broke to the set screw and you need to back it out with plyers and then glue the cap back on so it adjusts out fully.

With the adjustment set all the way out you should also hear the ball rattling around if you shake it.
 
Yea I hear all that also I have a bleed hole valve on one of the barbed fittings wont that effect the spool since its leting air out I want quicker spool off the line

It's designed to bleed air........... Nothing to do with spool, and it doesnt hurt anything since it's after the ball.
 
Actually, the hole is there more so to release the pressure in the line between the ball and wastegate when you let off the throttle, otherwise, the springloaded ball would act as a check valve, trapping pressure which would hold the wastegate open after boosting. I learned this when I tried making my own mbc years ago- with a dumped O2 housing, you can hear when the wastegate opens and mine was staying open even when not under boost. Drilled a .02" hole in the fitting after the ball and it went to working properly ROFL
