Not All 95's had Eprom ECU's, but a significant amount did. In fact, it's hard to crack open an ECU from a 95 and not find an EPROM. Those who do are the unluckiest of the unlucky.

Correct. Only the 1995's with a production date of 1994 or very early in 1995 are considered "early" 95's. A good way to check without pulling the ECU is that they also have Viscous LSD and vented rear rotors.
Remember that the model year is can also include the year before it. So if ALL 95's had EPROM, the early 96's would too.
