So I think I know the answer to this but, Putting a vent in the balance shaft check plug in the back of the block or the front case where the front balance shaft was eliminated, could that remove the need for big vents on the VC? Hopefully that’s worded ok

Holes on the DSM 4g63 block are not big enough for this as they come. You would have to make them much bigger.

For obvious reasons, the best opportunity to do this would be when a block is torn down.

I guess it depends. If your engine is old and putting out a lot pressure then perhaps it won't be enough. I can say that I have mine vented in the back of the block and it's not hurting anything.

On the billet blocks they give options for both sides of the block, for venting the crank case. I'm doing something simular and putting 2 10an fittings on and capping off the vc. This will help promote oil back down to the pan from the valve cover and from the turbo, also will help when off of boost to return oil that is in the lines to the pan from the catch when the catch can is higher then the area being ported on the block.

Slightly off topic, but I was recently surprised to find my turbo inlet and intercooler piping completely dry after a 1000 miles or driving and 35-40psi of boost on my 10an intake-plumbed setup. People tend to say that you'll coat everything in oil if you use a vacuum source but that has not happened for me.
