car speedometer moves while in neutral

When I tap the gas in neutral my speedometer moves.

Also I have to keep tapping the gas to keep the car alive. If I don't tap the gas the car dies. What could be the cause of both of these things?

It's a 5 speed, and didn't get the code yet, due to it getting dark. I did notice previously that on the 99 eclipse wiring harness, the VSS and Coil pack connectors are the EXACT same. Could this be the issue?
 
When I first got my 1g running, all my gauges were loopy as hell. After I found out my problem was my ECU and I replaced it, it doesn't do it anymore.
On other cars, I've seen corroded battery cables, and bad ground wires cause instrument problems. Might want to check those just in case.
 
Yeah I just rebuilt the motor due to a snapped rod. All the grounds and everything are the same as they were when I pulled the motor when it ran fine before I snapped a rod. I'm hoping it's just something simple like the VSS connector and the coil pack connector being switched around.

Just so I know, could anyone tell me the wiring colors on the connector to the coil pack?

Take in mind that 95-97 wiring harness is different from the 98-99. I just need the 3 wire colors to the coilpack.

If the coil connector was connected to the speed sensor than the car wouldn't start. It sounds more like you have a ground problem.
 
Are there any grounds I could have maybe missed? I know there's one that goes on the intake from the firewall, and the one that grounds to the tranny.
 
Yes all grounds are correct and clean. I also noticed that my egr valve has a broken bolt in the head. And the other is stripped out. It had a piece of metal over it when I bought it. As in it was blocked off. Am I able to just take this off and block it off again? Or do I need this for my car to run?
