Can't get past 10psi

My car wont boost past 10 psi. I have checked boost leaks a week ago found a couple and fixed them. All seemed to be working fine from there. Now I try to switch from low to high boost on my greddy profec b and it stays the same. I have it so the out on the control motor hooks up to the top of my turbonetics evolution wastegate and the in to compressor housing. And the vacuum line on the ebc its self hooks into the afpr. I have checked over and over for vacuum leaks and can not find any. I may have some very tiny exhasut leaks which I will fix. What are some other things that could cause this?
 
It sounds as if the pressure signal going to the wastegate isn't being delayed. As if you were running a line directly from the compressor to the wastegate. I'm not sure what type of controller the Greddy uses (stepper motor, solenoid, etc.) but it might be stuck in the open position.
