Cant figure out what is wrong with my car

so i just got back from a dsm specialist and they cannot figure out why my car is pulling too much ignition timing and can only boost up to 13.4 psi. they spent three days strait diagnosing and couldn't figure out what was going on.
they checked
coil resistance to manufacture spec
verify operation of igniter
remove EGR and verify operation
verify spark plug wire resistance is within manufacture spec
checked for boost leaks
made shure my 255 fuel pump was installed correctly
removed exhaust and checked for clogs
fuel pressure 45psi static
verify operation of Mass Air Flow Sensor
MAF reads 1013 HZ at 12.5psi 4500rpms
replaced knock sensor
switch injectors and ecu
sensors checked:
TPS MDP MAP COOLENT AIR TEMP BARROW CRANK CAM

the car also DYNO'd at 103hp

i called up road race down in LA and he told me that i have carbon build up and that i need to clean that off. but i had my engine rebuilt 10k miles ago. then he told me to put race gas in it. i put race gas in it and it runs alot better but i don't think that it fixed the problem. i am posting to see if anyone has any other idea what is going on with me car. please help.
