just noticed i have to ports on my throttle body that are open similar to the picture below. can i just cap them off ? if not what do they go to ? thanks again for everyone's help. Im trying to "un rig" this thing

Thats for your water cooling for the TB, if you have it blocked off then can leave them open or plug them, if not then i would use them, but make sure your coolant lines on your lines below it are capped aswell
 
They are for the fast idle air valve (FIAV) which will allow air to bypass the throttle plate while the engine is warming up. The valve will completely shut at around 122 degrees Fahrenheit. You might check to see if the FIAV has been blocked off or not; if it has, no point hooking up coolant lines to them.
