can i start car with ISC off?

Do you mean with the ISC removed or just unplugged? Unplugged is fine, I'm not as confident about it being removed...
 
Do you mean with the ISC disconnected or completely removed? If it's removed then you will have a vacuum leak and it won't run good but other than the possibility of sucking dust/dirt into the motor I don't think it will harm the motor if you only intend to pull the car out.
 
It would be fine, it may set off CEL however

Not on a 1G :D It takes more than that to piss off them off, for the longest time I didnt even think my CEL worked.

AlexBand - you will be fine with it unplugged. Mine crapped out and Ive been driving around with it and my idle switch unplugged for about 2K miles (with no FIAV). I have no problems with idling or anything, but here in FL the weather is always guaranteed to be warm.
 
You must have missed where he said it was removed from the TB so there would be a huge vacuum leak through the open ISC passage. So it won't be fine.



Not fine for driving around I agree, but he only needs to move down the driveway, it will run but with a horrible idle, I have run it with the intake & maf fully removed, it got a CEL within 10 seconds though
