irratic ISC. operating when car is off?

ive had my car for about 3 weeks and havent figured out its problem. i have done all kinds of tests with none of them fixing the problem leading me to believe its my ECU. i have one coming on tuesday.

today i went out to the car... put the key in the ignition and turned it just to listen to the radio while i was looking at my boost guage. after about 10 minutes i popped the hood and went and leaned on the valve cover just looking around and i started to hear a clicking noise... it was coming from the throttlebody like at the bottom of it... the clicking noise started off slowly getting faster and then eventually died down slowly. keep in mind all that was done is turn the radio on and the car hasnt been started in a week. and i thought i heard a clicking noise coming from under the hood a couple days ago( you can barely hear it) but didnt have time to investigate

it was coming from the bottom of the TB and im pretty sure it was the ICS motor spinning. could this be my bad ECU (if its even bad im not 100% sure) acting funny and making the car do wierd things?.. could this be a sighn letting me know my ECU is in fact bad? cause im not sure its the ECU its just that ive done BISS adjustment, boost leak test, tested all sensors, cleaned TB and replaced gaskets, replaced IPC,ICS, and MAF nothing has fixed my problem im just guessing its the ECU, i did check the ECU motherboard and one of the capsules looked leaky and another one look caroded at one end
 
Blown caps will make your car do funny things. I have a spare set of the capacitors that go bad on the 1G. PM me your address and I'll send them to you. Costs about $10 to have them installed at an electronics shop.
 
im not to worried about it since i have a perfect working condition ECU coming via UPS tomorrow... yeah i got back in it today and turned the radio on... when you turn the dome light on the radio was cutting in and out.. but not randomly like in out in out in out.... then when you turn the gauges on the radio just cuts off and it makes a tick noise when this happens....
