my boost gauge reads about 3 in. of vaccum when the car is off. would it be safe to say that when i hit 9-10 psi i am actually getting 12-13 psi?

It's probably doesn't rest all the way back to Zero when the car turns of do to the actual atmospheric pressure??? Not ever where on the planet is exactly 100Kpa a big low pressure system could cause it ...
