Boost controller problem

I have a manual dual-stage boost controller that looks simalar to the one in the picture below. It was installed by a previous owner and i'm not sure who it's made by. It controlls boost fine but as soon as it starts boosting I can hear air hissing from inside the controller. I'm not sure if this is normal or not. Also I have been having problems with boost leaks ever since i bought the car and have most of them fixed and if I completly unhook the boost controller and cap of the wastegate and the nipple on the j-pipe when i do a blt it leaks down very slowlly but when its hooked up it leaks down within a few seconds and you can hear it leaking from the controller. I've read a few posts where people say It's normal for boost controllers to leak and to block them off when doing a blt but is it supposed to leak a lot? My car is still not running like it should and i can tell it still has a boost leak and now with the colder weather its hitting fuel cut again. Today I unhooked the boost controller and started it and it was idling a lot better and the vacuum was a little better. When i hooked the boost controller back up and started it again it was idling rough again. Does anyone know what could be wrong with it?

yo whats your vac boost gage reading on vacum? and by the way the air you hear out of the boost controler is normal that it regulates boost. have you done a boost leak check and how is the gasket that is in between your intake mainfold and your tbody our cars are notorious for that shitr atleast mine is
 
It could just be a cheaply made ebay special. Do you have the stock BCS still on the car? If so hook it up and see if your car runs smoother.
 
My vacuum with the controller hooked up is around 18 and when i unhooked it it was around 20. My compression isn't the greatest and I could use some new rings and I might do a rebuild next winter. That's probably part of the reason my vacuum's low. I've done a boost leak check many many many times and just abouthe leaks are fix its mostly just whatever's wrong with this boost controller. I fixed all the leaks around the throttle body including tb shaft seals and biss o ring and it doesn't leak at all around the tb area. I do have the stock bcs on the car but it's all full of dirt and i didn't think it was a good idea to use it if it even still works works. I took it for a ride with the wastegate and the j pipe nipple capped off and it ran a lot smoother and was idling perfect. I bought everything I need to make a homemade boost controller and I was going to try using that since I don't have much money right now but then I found one on nxsmotorsports for only $20 and thats not much more than it cost to make it yourself so I was thinking about doing that instead.
