Boost Controller Problem

So i installed my mbc and its not holding boost. Im pretty sure i have all the lines hooked up correctly, but it just keeps maxing out around 15 psi. Which way should i turn the thumb screw to increase/decrease the pressure. Also what do you think the problem could be? Anyone have any better tutorials on how to install, then they crappy directions dejontool gave me?

No, im still on the 14b, i want to turn it down to about 11-12 for the street. But when the turbo fully spools it goes right to about 15psi. I looked at the diagram in the tech articles on how it should be installed, and i seem to have everything right.
