Can anyone kindly let me know if the cam gears are at TDC in this picture? The block is at TDC.

If I do have to adjust the cam gears what would be the easiest way? I was think of rotating the block 90 degrees counterclockwise then adjusting the cams with a wrench on the cams. The cams are bolted down with the caps and difficult to move. Then after adjusting putting the crank at TDC. Thank you.

Cams are fine, dowels pointing up, make sure that those cuts on the rim on cams are in level with the head surface line like in this first picture I used the cam tool I 3d printed, made it really easy

your crank is off about 90° clockwise you should turn it back a bit, as you noticed.
It's like in this second picture

Also you can check tdc by removing #1 cylinder sparkplug and with long screwdriver or socket extension, you can rotate the crank and see where piston is on the most top position and you leave it where it's almost about to come back down, crank side only has one rotation so whenever it gets on the highest point, that's your tdc on crank

I know you want your timing job to be correct and be safe but this is one of the most asked questions in the forum, you could do a little bit of research next time 🙂

6 bolt and 7 bolt have different tdc mark on the front case. OP is 6 bolt so it’s correct. Without the cam lock tool, I would start by installing the timing onto the intake cam and zip tie them at 1 o’clock. Then route the belt around everything else. When you get to the exhaust cam, use a wrench to turn the cam and seat the belt. Be careful because the cam will want to swing clockwise after a certain point.
 
I do have the crank at TDC for a 6bolt. Thank you.

What I'm trying to do is allign the cam gears. I don't think they are aligned per my locking tool. Please look at the orientation of the tool and the lines not being in the window.

My question is how do I allign the cam gears so I can lock them with the tool? Remember, I don't have a TB on it the car and the crank is sitting at TDC. Thanks.

You simply put a couple wrenches on the cam gears and move them a little then install tool. It appears exhaust need to go cw a little and intake slightly ccw.
