1G 4G37 MFI Relay woes

Hello everybody, I just picked up a 1G DSM. It's a 1990 1.8 Manual Base Model. I've been trying to get it to run but the fuel pump is not turning on. There's not even power at the fuel pump connector. So I followed some of the things the forum said, and it brought me back to MFI relay. The relay itself looks like its been messed with before, so im trying to figure out if its the right one for this car. On it says E8T06975 and bottom 4 digits 9807. But also, is there a fuse that's with it? When I got the car there were whole lotta fuses just missing, even including an ignition fuse. So maybe the previous owner pulled the fuse also? I'm not sure, i'm completely new to this DSM World.

Know that on the 2.0L engines (all 1g and 2g turbo, but not 2gNT), the ECU activates the fuel pump only when the engine is rotating getting CAS pulses (not with just key on). Not 100% sure but your 1.8L may be the same way.
