I'm working on replacing the timing belt on my 99 Eclipse Spyder GS and I can not, for the life of me, get the Crankshaft Pulley off. All four of the 12mm bolts have been removed, however it will not budge. I tried taking a mallet and hammering around the outer edges to knock any rust loose, and have already soaked it in PB Blaster and this thing will not budge.

I noticed there's a washer on the center bolt that looks like it's blocking the crank pulley from coming off, is this normal?

Obviously I'm stuck at this point.. any help would be appreciated!

That center bolt holds the timing sprocket on the crank. It does not hold on the pulley.
Lightly hit the pulley 180 degs apart and work it off.
Worst case, get a puller. Using a puller could break off portions of the backside of they pulley though. (Know from xp)

Thanks for the replies. Bigger hammer did the trick!
