I have a 91 Eagle Talon Tsi AWD and was wondering where the MPI Relay is located and what it looks like. I know about the MPI fuse under the hood, by the positive battery terminal. But is that the relay too? If not where is it located?

Nope, those are fusable links. The MPI relay is attached to the center console on the passenger side support just off the floor. It's the gold box.

Hey Steve or anyone else who reads this, how do you or can you test the MPI Relay to tell if it is good or not. If you can test it how would i go about doing it.

How can I tell if the MPI Relay is bad or not.

Well, here's how I found out I had a bad MPI relay.

If the car won't start because of little or no fuel is being supplied to the rail yet when the fuel pump is tested to be working and the fuel line / filter isn't blocked then the culprit is a bad MPI relay. The electrician says that the MPI relay should click twice when starting the engine. Once when you put it at "on" and another one when at "start". Hope this helps.
