1G 14b leaks - replaced crush washers and banjos...

I can't get this thing to seal up! Replaced crush washers and banjos twice. I did it personally the first time and it didn't work so I bought new fittings again and took to a Subaru dealership thinking maybe they knew something I didn't and still no dice. ($400 later)

I'm thinking the surface on the turbo must be compromised. Would a machine shop likely be competent with this task? Something else I'm missing?

Any advice would be appreciated. Thanks!

I do have a crush washer on both sides. :)
Don't have pics handy but you can see oil around the banjo bolt on top. I think I finally got the return line sealed up. Seems like everyone fights with that particularly at the oil pan.
Bolt at the head is solid, no leaks
I've replaced the feed line with an oem so I don't think that is compromised.
 
I find it is easier to bolt those down and torque them to spec when before you mount the turbo to the exhaust manifold. Otherwise, it may be possible it is not tight enough. If there was debris on any of the mating surfaces, that could also cause a leak.
 
Yeah pretty much impossible to get my torque wrench around it while the manifold is on. There's definetly no debris; I can't see how both a mechanic and I would have missed that. It didn't leak before I removed it for the motor rebuild but I'm thinking I must have damaged it somehow. I was hoping to have a machine shop resurface (I don't know if that's even possible/worthwhile) but maybe I should just pick up another 14b. Sucks because this one works well otherwise.
