how far is the wastgate flapper supposed to open on a 14b???

I tested it to 15-17psi and it only opened up like 1/2 inch.....isn't it supposed to open until the top of it hits the chamber wall???

I don't think it's supposed to push open that far, I tested mine once when off the car and got similar results.
