Wierd Timing Belt Issue

the dowl pins are up every time the cams line up but the crank will end up in the same spot every time the cams line up (in other words the crank is not lining up). and other thing is the cars does run but runs like sh!t and loud ticking possibly piston tap. it will do 1 full revolution and everyt hing lines up the same

Cam gears have timing marks on both sides. It only counts when the dowel pin is up.

My friend actually used my name to post this but I will try to explain better. Every time the cams line up (dowel pins up also) the crank "noch" is in the same position as the rotation before it. Its would be very similar if the cams and the crank pulley had the same number of teeth. EXTREMELY wierd. I've never heard or seen anything like this. He can't rotate the crank by hand after a certain point but if you turn it over slow and line the cams up it is always in the same spot. Any suggestions?

I know. That's exactly what I thought and I didn't believe him. I was like you're doing something wrong I know it. But I got there and that's how it was.
