Wierd sound form brakes + breakes studder 20 and below

pretty much what the Title says, i brake regular, but then about 20mph to 10 or 5mph it will go "GU GU GU"( i can't make car sounds) and i can feel soemthing in the break pedal studder, althought the car does not. it feels like there is a spring or something that gets yanked on then let go then pulled the let go and it springs back and forth...also my RPM's go up to 2k, they just start climbing on there own, till im stopped.

What could it be?

Regarding the brakes, when I've got stuttering like that it was usually a warped rotor or something to the effect. Maybe pads need replacing and messed up the rotor??

see i just got my back rotor replaced with the pads in the back and he said he checked the fronts and they were fine

Wraped rotors can and do looks fine. Does the steering wheel shake?

not really

mostly jsut the brake pedal does its lil shake back and forth

could it be ABS?
