why would someone cut this plug?

well i just purchased a gst and the guy told me he hasnt really drove it in over a year. and he said the only problem that the car had was that the rpm would go up and down and then stall the 1st 30-60 seconds when turning on in the begining of the day. (1st start up) and when i turned it on it did it for sure. so i looked around in the engine and the plug under the throttle body was out and someone cut it off....i was like what the f$&k? now my 1st question is what do that plug do? i know its there for a reason.
2nd question should i go buy the plug and have someone wire it back on?
3rd question leave it alone and deal with the car acting like that for 30 seconds or so?
i tried messing with the idle screw some and it helped out alittle bit but you still feel the roughness. any answers will be helpful guys thanks in advance.

i am not exactly sure of what plug you are talking about if its the one on the very bottom in is the t p s it tells the ecu how much the throttle is open, or it could be the i a c unit, control's idle speed, a pic would help but i would fix it either way, i hate when my car runs anything but perfectly, idk how you can stand it for 30 seconds fix it

the tps is the black thing to the side of the throttle body but the plug im talking is the brown one at the bottom of the trottle body directly underneath where the tube meets the throttle body. im very puzzled by this.

Idle speed controller, get that fixed and your problems should disappear.

if your lucky dealer may have a pigtail, connector w/ wires, if not try aftermarket some autoparts stores can order. If not check the junk yards and find a donor to cut it off of.

yep. its the IAC idle airspeed controler. buy the plug if it doesnt fix it maybe the part is not working.

haha, if that doesnt work, why the hell would you buy it in the first place knowing the car wasnt working properly??
