Ok im guessing that my ECU is bad due to my car not starting and no CEL and i took out my ECU and 2 spots the looked like 1 drop of oil spilled on it (right next to the 2 bigish looking batterys) so..who can rebuild this thing the dealer wants 1200 for a new one
 
Those resistor caps get leaky, it is a common thing to happen. If you search on here, there are several vendors you can send your ECU to and have it rebuilt. I don't know the cost, but definitely less than $1200. If all else fails, you can get a used EPROM ECU on Ebay or in the classifieds here for around $150-$200.
 
+1 on steve and ECMlink, both them know their stuff very well on the electronics end. You can also take your ecu to Advance Auto Parts, and get a rebuilt one for $300, this is the route I went only because I was not yet a member here, so I didn't know there were other options. I wish I would have just sent it to steve instead, from what I've heard about his work, it's better quality and the turn around is at least equal to Advance.
 
i would go with steve or ecm link. always here good things about both! good luck with that. hope that is the only problem you are having with the car!

Alex, those battery looking things are the capacitors. The fluid inside them is the electrolyte and it's corrosive. If you don't get a CEL for 5 seconds when you turn the ignition on and you have checked the MPI and Ignition fuses on the positive battery terminal then it's very likely the capacitors have leaked and eaten something important.

How do i test the MPI relay i found the terminal gettin 12V and i dont know witch one to ground
 
at what point is the ecu garbage after the caps have leaked?

At the point where the cost of the repairs exceed the cost or replacing it. The replacement cost varies from market to market. EPROM ECUs are rare, 90's more so, so the replacement cost is usually always more than repairing it.

Two cases that I can think of make an ECU really dead, bubbled chip packages on the CPU, or port expander (EPROM only), burning though the circuit board in more than a tiny spot.

Extensive corrosion spread across the board is usually not worth repairing for a non-EPROM.
