Exhaust Gas Recirculation. The part you've marked is the solenoid. It controls the EGR valve. The EGR valve controls the recirculation of exhaust gases since they are wayyy too toxic. They are directed into the intake manifold and burned again so they wouldn't be that harmful.

If your cable is snapped you should get a check engine light in your cluster. At least I got it

I don't thing that a non-intact egr valve would cause this. It didn't happen in my case.

Do you have a high loss of engine oil?

not big loss, but if im driving everyday, my oil light goes on after 2-3 weeks.

If this is happening you are most definetely buring oil. A quart is every 1000 miles isnt to unusal for a high mileage engine, if its like a quart every 500-750 that a little much. Most likely worn rings or valve guides causing this problem. Also the EGR recirculates used exhaust gas to take up space in the cylinder allowing the engine to use less fuel and still operate normally while under little load and cruising.

Yes its called maintenance. You should always replace something before it breaks or in your case when it breaks.

Tthe egr recirculates exhaust gasses back into the cylinder while cruising under light load. It does this to counter act the increasing combustion temps aused by the engine trying to run as leen as possible to increase milage. The inert gasses are thus taking up volume decreasing power output under light load and also cooling down combustion temps reducing nox emissions. With out it your mil will come on but no driveability problems aside from decreased highway milage.
