I'm pretty sure it's when your engine is drawing in more air than your MAF can accurately read. On a DSM it's usually said about 1g stock MAFs as they don't support much more flow than a stock setup. 2g MAF are commonly said to be accurate up to about 400+hp, Evo MAFs are good to a little more than that, and GM MAFs get on up higher than that. Anyway someone feel free to correct me if I'm wrong
 
Partially correct. Because 400hp is such a vague...estimate of airflow. Correctly, the 2g MAF will be overran at 52lbs/min. 1g MAF's overrun at about 30lbs/min. Evo MAFs die at around 62lbs/min.
