Cams. Lol run e85 just about anything as long as it around 350whp. Anything more then that exspect something more likley to brake.

There are plenty of bolt ons before going with cams.
Start with intake and exhaust
u can also do exhaust mani o2 housing and intercooler
Once your motor can breathe your gonna want fuel to push more air
get fuel pump probably fuel pressure regulator as well.
possible turbo upgrade but certainly boost controller
Then tune (keep in mind a wideband)

I would do these before I thought of cam just my 2 cents.

I'd do a heads to head conversion.

Do yourself a favor and buy ecmlink and a set of 1000cc injectors. Then you'll have room for plenty of bolt on power without issues. Your not going to be able to make alot of power without a tube of any kind. And stock injectors can be overrun buy a 1st gen turbo.
Have it tuned/setup professionally as,well. After you have link and injectors then start with exhaust system, intercooler system, etc. etc. follow the upgrade path. BUT DO MAINTENANCE FIRST!

Why should he have it tuned professionally? ECMLink is user friendly and easy enough to learn. He's also on a stock setup/minor bolt ons so it would honestly be a waste of his money when it would be simple to tune himself.

Defiantly learn how to tune yourself, you will learn a hell of a lot about what works and why! I'm still on stock bottom end & head, evo 3 16 g on E85. Last time it was on the Dyno we made 420, tuned myself on a evo ecu.
