wastegate stuck a bit open??

I Helped my friend to do a clutch job. The car was sitting almost three months. Today ,after we put everything back together,started the car and we heard loud noise coming out of the wastegate tube. So i took a car for a test drive ,and i was building only 7-9 psi to redline. (Gt 35r turbo). So i figured it out ,that the wastegate is open (Its an external 40mm Tial wastegate). What it could couse the wastegate to get stuck open? Before the clutch job, we removed it from the car,it was sitting near 3 months in a shed. Any suggestions on how to shut this damn thing,so it wont be open?? thanks...
 
First of all I would make sure you have the wastegate hooked up correctly. Your boost source line should be going to the side, or bottom of the wastegate and not the top. If you have it hooked to the top wastegate port it can cause the wastegate to be pulled open.:(

If it is hooked up correctly I would make sure that the sealing ring, aka valve seat, aka fire ring isn't misaligned, or possibly missing. Here are a couple threads where they talk about it more.:)
