Wastegate problem please help

My friend has a problem with his tial 38 mm wastegate. We did a turbo swap on his car and he has a greddy profec B spec II boost controller. Now we hooked up his boost controller the correct way, ran com to the top of the wastegate and ran the NCto the compressor housing and teed off to the bottom nipple on the wastegate. Now with everything set to zero the gate should run the spring pressure, but it runs 15 pounds on the head and holds it. Next we unhooked the boost controller and ran a line from the compressor housing to the bottom nipple on the wastegate and it opened at 10 pounds and it would creep to 15 then sometimes a little more. SO I dunno what the problem is the spring should be a 8 pound spring so it should run 8 pounds. THanks in advance

where is the w/g mounted? I have my mounted on a 2 manifold and it works fine (9lbs spring but i get 10 according to the gauge). Try porting or changing the o2 housing.

It is on a Victory perfromance O2 housing, and its tubular. I had the same setup onmy car and it worked fine.
