walboro 255 no fpr question about idle

Can a walboro 255 cause an idle to rev up to 1500 and drop back down to 900 and just steadily do that without a fpr? Or would it be some other problem? I am planning on buying a fpr soon.

Yes, so can vacuum leaks and faulty/out of adjustment sensors on the TB.
