Vehicle Inspection

I was wondering if any one from the philiadelphia, or more specifically the West Chester area, would know where I can get my vehicle inspected. I have a 1997 Eclipse GS-T that has a 3" exhaust from front to back with no Cat on it so I know it won't pass PA emissions. Is there a shop out there that will pass the vehicle despite the fact that the car won't pass the emissions test and is there anything that I need to do prior to going to this place?

No illegal requests on here.

The only legal way I know to get around emissions testing in PA is to get an emissions exempt sticker which requires you to drive the car under 5000 miles every year.
