i have a rebuild head do the valve spring need to wear in? the valve are not closeing all the way on the intake but will on the exhaust? is there a reason for that? what could be the problem?
 
No, the springs don't need to wear in. It sounds like who ever did the rebuild did not check the installed valve stem height.
