Turbo won't spin freely?

I have an used evo III that I sold to another member. After meeting, inspecting, and purchasing the turbo he called me and said he noticed some cracks in the turbine housing and wanted a refund. Although he inspected it before buying, I had him meet me and gave him his money back.

Now when I went to spin the turbo by hand, it barely wants to move. It doesn't have shaft play but is very hard to turn. It worked fine when it was on my car. Is it ruined now? I would like to sell it but don't want to rip any members off. Thanks guys.
 
Check that nothing is stuck inside with the fin's. Also small spider cracks in the hot side of 16Gs is normal.
 
Maybe he wanted to scam somebody into getting a "good" evo 3? Kept yours, gave you his old. Did you write down your old serial number?

I haven't pulled off the housings yet, but the 02 housing is off and there is nothing blocking the blades. Also there is no signs that anything has ever came into contact with them. I explained that cracking is normal and it could be probably be ported out but oh well.

No serial number, but I doubt this is the case, he seemed like a good guy.
