turbo air leak, with not hold 5 PSI, no shaft play

I have on a T04b 47 trim turbo, during the boost leak test, I can heard air leaking around the compressor housing. I think the seals are bad but I might be wrong. However, the turbo has no in or out side to side shaft play, but pressure at the gauge only holds about 5psi and nothing more. Is this a easy fix or do I have to rebuild it. I was thinking of taking out the compressor housing and RTV'ing the seals to see if that stops the air leaking.

Any ideas?

That would be a very bad thing to do.
