Timing marks 1/2 of a tooth off.

Can timimng marks be 1/2 a tooth off? It seems like my marks can't be lined up right. If the cam gear marks are in line, the crank is 1/2 a tooth off. If the crank mark is lined up the cam marks are not pointing at each other. What am I doing wrong?
 
It can't be 1/2 tooth off, I'm guessing you don't have the belt tensioned properly. How did you set the belt tension?
 
when your a half a tooth off you need to pull the cam gears in more or out depending on witch direction you off.
