Quick video for anyone willing to take the to time help me out. Is it shifting or is that normal? As you can see its very little. Story is I was putting on my new engine side motor mount and checked the belt for slack and it had a very good amount of it. I thought that was weird so i put everything back together and started it up and turned it off. Checked the slack and it was super tight again. Is this a sign of the tensioner getting weak?

I know the belt isnt very old and everything is OEM with the balance shafts removed. Maybe 10k on this belt. 5k being with my bigger turbo setup at 30psi on stock cams. I figured i'd rather get some input before taking the time and money to replace

(Cold start thats why the idle is high, also dont mind the dirty engine bay)
 
Also just checked timing and cams are dead on perfect at TDC but the dowel pins on the gears are facing down and I know they are supposed to be facing up. What kind of problems does this actually cause?

Also noticed again as I was spinning the crank the belt tightened up and after I let sit for a while it beca me loose again.
