Timing belt install prboblems.

I am installing a timing belt after removing the head and putting it back on. I have AEM cam gears. I got the cam gears aligned and the belt put on those, then on the oil pump, then on the crankshaft. I have loosened the tensioner pulley and used a allen wrench to position it to where it would be the loosest. I can't for the life of me get the timing belt over the tensioner pulley. What am I missing?
 
i just removed the tensioner pin assembly and put the belt on the tensioner pulley then screwed the pin assembly back in and it worked perfectly.
