throttle plate not shuttin all the way

i was rebuildin my TB and for some reason i cannot get the throttle plate to shut all the way? even when it's off the car and without the tension springs? what am i doin wrong here? i repositioned the plate and the shaft a million times and i still cannot make it seal right... please help

someone please correct me if im wrong.....

my understanding is this.... im pretty sure that the idle plate should be pretty much closed when no throttle is put on the cable. try adjusting the throttle cable where its attached to the back of the intake manifold.

When a car idles, it does not use the air through the throttle plate but uses a seperate airway which is controlled by the ISC. im pretty sure this is how it works. like i said, someone correct me if im wrong. :talon:
 
well i'm pretty sure it closes all the way and uses a seperate passage... cause there is clearly a scribbled line from the carbon where it closes... anyway, i took fine fine fine sand paper and sanded the edges down a bit... still don't close all the way and after adjustin biss it goes down to 1500 to 1000... i guess i can live with that... rebuildin a 90 anything sux... man i wish i had a 91 anyway thanx for hte help guys... but i guess i can live with 1500 for now
