Throttle cable not opening TB butterfly all the way?

Hi all,
I just swapped a US manifold and 91+ throttle body on my JDM engine that had the cyclone intake and 90 style throttle body. I noticed that the throttle cable doesn't open the throttle body butterfly all the way open to the stop. Is it supposed to? If I turn my TPS all the way, I get around 98-99% at full throttle and 17% at idle. It seems like the cable needs to be able to turn the throttle body just a little farther. Is there some kind of adjusment I can do to affect the "throw" of the throttle cable? Could it be some slack in the cruise box or something? The car does have cruise, but I haven't opened the box to see how that mechanism works yet. Thanks for any help.
 
I've found that when you get the TB 100%, you induce other problems. Mine manifested itself with idle surge after the car warmed up. The throttle cable would get hot, expand and then pull the TB plate off the TB closed switch, producing a high erratic idle. So unfortunately my TB cable is just tight enough that it doesn't pull the tb plate when the engine is at operating temp. Even though that means I probably don't get 100% at full throttle. Maybe somebody else has a better tip though.
 
It seems weird that the TPS has to be turned all the way to even get close to being set correctly. Shouldn't there be some room for adjustment? Anyone want to take a pic of their throttle body while the gas pedal is floored so i can see how close to the stop it's supposed to be? I feel like the cable should open the throttle body all the way for maximum flow.
 
mine hits the stop, fully open with tps reading 100%, and reads about 3% on tps at rest and idles around 900, it used to only open about 75%, and then i realized the rubber gromet on the floor beneath the pedal was stopping it from full motion, took it out and now 100% throttle before the pedal even hits the floor
 
I just took a look, and there's no rubber stop. The pedal is stopping on the carpet. I'm thinking about trying to bend the pedal. Anyone want to snap a picture of their 1g manual trans gas pedal? Something looks a little fishy about mine.
