Throttle cable & accelerator stuck

So two things that I am trying to connect are happening to my dsm. When I was driving, the lights started flickering for some reason all of a sudden. When the car was stopped, the lights would not flicker. When I would depress the brake, the headlights would flicker. So after driving around a bit, trying different things to see the headlight response. I am fairly confident the alternator is not failing despite not putting a voltmeter on it. Then, after I threw the car in neutral, the throttle cable from the accelerator seized. I could not depress the accelerator almost at all, and when I pushed down hard I managed to get some throttle response, and the rpms planed out at 3000 and would not come down. Tried to look at the TB and cable but its damn dark out and I have no garage. I found another thread where someone had the exact same issue, but no answer was posted. I'll take a look tomorrow and pull the throttle body, but was wanting to see if anyone had any insight. I'm guessing some cruise control issue.

Oh I forgot to add i seafoamed the intake earlier in the day, not sure if this is related?
 
Check for carbon deposits in the throttle body. maybe you loosened up something inside it when you seafoamed it. before you do that take the throttle cable loose from the t body itself, and check the cable for binding and dragging. just a thought
 
So, strange resolution to this one, I need someone who is more intelligent than me to tell me why:
On my cruise/throttle cable setup on my GSX, the cable snakes away from the throttle body and loops around to the cruise cable assembly. It was suspended until I took it down by the clips, it was not lying against anything hot. However, that is exactly where it seized. I decided to just delete the cruise control while I was at it, but how the hell did it seize in that section? I removed just that section of wire, pulled on it and pulled on it and its literally welded in there. It never even stuck for a minute when I drove it, and then seized fiercely all of a sudden, I've already solved my issue, just looking for some understanding.
 
I am fairly confident the alternator is not failing despite not putting a voltmeter on it.

How could you ascertain this with seemingly no objective data?

On the throttle cable, it's 14-15 years old. It likely isn't welded,just corroded. Small foreign object (corrosion pieces) get wedged in there etc. Without disassembly you may never know.
 
I had same issue with a 1990 Talon. A nut inside the Cruise Control box came loose and jamed the wire inside. I took cover off the box and reinstalled the nut and never had problem before.

How easy was the removal of the cruise control? I want to get rid of mine also
