Question about accelerator cable adjustment

I'm just doing it because Haynes instructs so on your way to adjust ISC and it says by adjusting the nuts you can adjust the tension on the cable. I say bs. All that does is move this non attaching sleeve(the hose over the cable) forward and back in this cable housing(I have cruise control so apparently I have a more complicating bunch of cables in there). who's right here? Me or Haynes? How is moving this sleeve(hose) along this shaft(cable) supposed to adjust tension on the cable
 
The adjuster make the outside of the cable longer or shorter. Since the inner core is a fixed length, what is the effect of changing the outside length?

The throttle cable has nothing to do with the ISC but it is part of setting the BISS since you need to make sure that the cable isn't holding the throttle open.
 
Actually, I discovered first hand how adjusting those nuts effects your car when I started it up and it was basically auto flooring it. I don't know what Haynes was talking about with the cable tension/play. It was the same no matter what. Anyway, i'm off to other steps to fix my DSM issues. Thanks
