Tensioner Pulley rubbing on bracket... NORMAL?

I recently aquired a talon with a SBR g4CS engine in it. i decided to change the timing belt so i knew where i stood with that part of the maintenance.
The tensioner pulleys, both new and old seem to rub on the tensioner pulley bracket at certain points of the tensioner sweep. (when i move the eccentric) is it normal for it to rub on the bracket anywhere in the eccentric sweep? it seems to spin fine for about a quarter turn of the eccentric, then the pulley lip rubs on the bracket and eventually wont turn freely. I just want to know if this is normal. The belts previous setting had the tensioner pulley tightened down where it does not hit the bracket and everything seemed fine. please help. is there a spacer that is supposed to be behind the timing belt tensioner pulley? I think it could be the wrong pulley... I just bought a timing belt kit with all pullies and I believe the tensioner pulley to sit 2mm closer to the bracket than the original pulley, so it rubbed in some spots I sanded some off the bracked and the back of the pulley. Now it doesn't rub but I think I am going to get the correct pulley today anyway.
