strange noise from isc. PLEASE HELP!

Trying to narrow down a stuttering/misfire issue. I have two CEL's on, one for the MAP sensor, the other for the TPS sensor. I've replaced both to no avail. Tonight I noticed after starting the car and turning it off, when the key is turned to "on", there is what sounds like a grinding noise from the ISC sensor. When I unplug it, it stops, but as soon as I plug it back in, it continues. It goes on as long as the key is turned to "on".

What I'm wondering is this- if the issue is with my ISC, why is there no CEL for it? And does this noise indicate a problem with the ISC?
