Should the vacuum line at for have vacuum at idle?

This is for a 1992 eagle talon tsi.

I'm trying to figure out if it's suppose to have vacuum. I
Basically it goes from the IM then to a solenoid. Then to an aeromotive FPR.

But at idle the solenoid remains closed because I feel no vacuum. I is the solenoid broken or is that how it's supposed to be? I can I bypass that solenoid?

The fuel pressure solenoid can be bypassed. Run the vacuum line straight from the intake manifold to the FPR.

Well i know now that its suppose to have vacuum . I guess ill need to get another solinoid.

Fuel pressure solenoid is closed at cold idle.

Should be closed at cold idle, meaning that the vacuum in the intake manifold is passed directly to the fuel pressure regulator.

Since he's seeing atmospheric pressure at the FPR it sounds like the solenoid is stuck open or the ECU is keeping it open.

There are three ports on the Fuel Pressure Solenoid (FPS). One is the common output connected to the FPR, one the normally connected input from the intake manifold, and the last the port to outside air pressure. When no power is applied to the terminals the FPS connects the manifold to the FPS. When power is applied the path switches closing off the IM (so it doesn't leak) and connecting the FPR to atmospheric pressure (which causes the fuel pressure to rise about 14 psi).

If the FPS stays stuck in that state the FPR will not see manifold pressure and you will be rich under vacuum and lean under boost.

My car wont idle cold with the solenoid bypassed. I tried it just to remove some clutter but its a bad idea. Maybe on a stock system it would work but with big injectors and aftermarket afpr, its best to leave the solenoid in the system.
